Cecil “Butch” Stroud brings more than 35 years of public safety and law enforcement experience serving the Galveston community. Under his leadership as City Marshal (2019–2024), Galveston implemented advanced LPR technology and launched Texas’s first Ticket-by-Mail program, driving legislative change and setting a new standard for parking enforcement across the state.

Galveston spans more than 211 square miles and has a population of 53,695. Each year, the city welcomes more than 8 million visitors.

Its historic Seawall stretches over 10 miles and serves as a major tourist corridor. Tourist attractions and beachfront access points draw heavy, seasonal traffic. This creates constant pressure on curb space.

Parking enforcement must manage high turnover, peak tourism surges, and public safety, all while maintaining access and operational efficiency in one of Texas’s busiest coastal destinations.
