These Insights

Procurement timelines don’t always match operational realities. Contracts expire, infrastructure needs replacing, and cities are often asked to deliver improvements quickly while still meeting procurement requirements.

The lowest bid isn’t always the best outcome for operational programs. Selecting purely on cost can introduce long-term risks if implementation, support, or system reliability are not evaluated alongside pricing.

Cooperative procurement can reduce timelines without bypassing compliance. Contracts are still awarded through competitive processes, but municipalities avoid duplicating the solicitation effort.

Cities are already using cooperative purchasing to launch programs faster. Real-world examples show how cities have implemented parking technology and enforcement programs within tight timelines.

Faye Morrison

Parking Director, City of Manchester (formerly Parking Manager for the City of Medford)
Faye began her parking career in Newton, MA, where she was initially hired as a consultant to support a traffic study. Within 30 days, the city offered her the role of parking manager—the first in Newton’s history. Over the next seven years, she helped shape the city’s parking operations and policies. When the City of Medford decided to bring its parking program in-house and move away from a third-party vendor, Faye saw an opportunity to apply her experience and joined the city to lead the transition.
